Though the City of New York is considered a global leader in using data analytics to improve its complex municipal operations, the Mayor’s Office of Data Analytics (MODA) actually developed somewhat organically. This case study tells the story of how MODA evolved out of an initial project conducted by the Mayor’s Office of Policy and Strategic Planning to investigate mortgage fraud during the recession to become an independent office that serves today as NYC’s “civic intelligence center.” Whether in collaborating with the Fire Department on a risk- based inspection system or in establishing the NYC Open Data Portal to publish data sets, MODA has been successful in great part due to strong leadership and cross-agency partnerships. This case study focuses on structural and organizational aspects necessary to adapt a city administration such that it can leverage big data opportunities to enhance public service delivery.
